Without late fees, books wouldn't be returned for a short time and it will be harder for others to borrow or read if the books are always gone.

I've seen a few where the fee tops out at the value of the book. You've essentially stolen the book from them, so you pay what it would cost to replace a book before they let you take another one, even if you're bringing the book back. If you're taking another one, at least they've gotten that fee out of you to cover that next one.

I work at a library that doesn’t have late fees, we find that our books come back earlier and we have less lost items because our patronage is not afraid of accruing fees and know that the book can be waiting for someone else

We had something similar happen when I volunteered at our local library. It was a some physics book talking about a preposed super collider, what would eventually become the ISR, and other science related discoveries and direction at the time. It was checked out in the late 60's. It was returned, no note or anything, in 2008.

My mom did this once. She returned a book probably 10 years after it was due. She didn't realize it was a library book and moved to a different county. She found out 10 years later when she went back to a library in the original county. They just charged her the cost of the book and she returned the book.

I'm wondering if borrower passed away and the person who returned the book was a relative. Because of the note it is possible the person just forgot about the book and found it somewhere and then returned it because the person who borrowed it is probably the one who got high.
