Not a mortarman, but I remember reading that those rings are for setting the distance/flight time of the projectiles. If that's the case, I imagine they get supplied with the full number of rings and remove unnecessary propellant for the distance they want it to cross. No need to carry extra propellant since each one already comes with the max amount, so they burn it. That's my guess though, idk shit about shit.
