It seems like Yolanda tried to fulfill the requisite schooling hours while they were abroad in Rome, but administrators that "approve" home schooling hours would not recognize those "schooling hours." Basically it was a bureaucratic/ administrative issue that caused Ellie to not be able to dance on TV during those 2 weeks - not directly the fault of Ellie or her mother.
