The bandgap (the depletion region) in such LED is not changed, but incoming electrons come with different magnitudes of energy provided by varying potential difference. Electrons carrying more energy emit photons of higher frequency (e.g. blue), and electrons carrying low energy emit photons of lower frequency (e.g. red). It is the difference between the energy the electrons carry and the energy of the valence electrons.
