What would you say to technomancer having a -50% to all speed modifications, or an equally large penalty to moving another secondary attribute?

It does not! Nothing in the primary stats section does (except engineering), and everything in the secondary stats section does.

Lightning Shiv (as you can see it's better than Taser on Technomage) but I like the Thunder Sword even more, which, unfortunately, is not a starting weapon

Shuriken! It's fun to play and I like that it's a ranged weapon that scales with melee damage because that's just weird

Well it worked. The penalty changed from store price increase to xp per level increase!
