in the settle and noose drill who decides when the qb throws and when the wr settles?

QB will keep his feet live and will not throw until the WR squares up and shows him his "numbers" - WR is starting from one side of pop-up and works from far side back to where they started, then back again to the middle to break down and settle - it simulates finding voids in zone coverages (find the grass, or space between the dummies)
