The driver did comply with the lane closure signal upon reaching the second light system. The approach to the traffic lights that were on red prevented them from moving to the left lane. I must add that that those signals need to be lowered so that road traffic can see them instead of aircraft. Never mind I suppose you got your £100 and someone that may have useful information the next time you appeal for help will say "up yours".

The closed lane signs start about 50m from the traffic lights and there are signs about 300m earlier telling you to move into the left lane. If you get to the traffic lights in the right lane you've already broken the law.

It looks like a "Tidal Flow" type arrangement. There are a few around but they're not very common. It's where a traffic lane can be reversed depending on weight of traffic. E.g. in rush hour mornings the middle lane can be opened up heading into a city, and in rush hour evenings the middle lane can be reversed pointing out of the city. But does rely on people obeying the red X markings.

Right, so a car sweeps across a cycle lane, mounts a pavement, nearly hits a pedestrian, and all in aid of getting to a junction a little faster, gets to attend a course. Meanwhile a car fails to spot a lane signal which is pretty rare to begin with, on a weird road layout that makes it a very easy error to make, and corrects it as soon as the error becomes apparent, and gets points and a fine? And sure, it may have been deliberate, but it’s at least an open question. The guy on the pavement not so much. Get it together, yo. I saw a video from Devon and Cornwall which was criticised as giving out lax punishments to those who endangered other vehicles, but let off those who endangered cyclists and horse riders. Didn’t pay it much mind, but it sure does come to mind after seeing this.
