Chief Wiggum actually caught on to Lisa’s plans awhile ago after she sent a “confusing” message to Ralph not to come to school on a certain day. So he arranged: switch all her tests with Ralph’s up until the day of (how he got the A and she got a zero) the event, upon which he will look the other way. But in order to look like he’s actually doing something, they continue the arrangement, Lisa leave’s him “clues” to use and Wiggum purposefully throws the rest of the force off the trail of her real whereabouts. This arrangement gets her foot in door so when the force starts getting suspicious of Wiggum, she can plead guilty and go undercover as an informant, the rest of Springfield not knowing where she is.
