Does anyone know just what and how that lever in conductor's left hand does?

The lever is a combined power and brake controller. The controller can be compared to the hands of a clock where 9 o clock is neutral, moving to the 12 o clock or clockwise increases power. Moving anti-clockwise from the 9 o’clock applies braking. Watching the conductor the “neutral” when stationary seems to apply a handbrake.
