What? A little bit confused? The Budapest memorandum was after the breakdown of the Soviet Union. Russia has withdraw its nuclear rockets for the sake of deescalation from Ukraine, same happened with the US nukes in Germany. At this point in time, Ukraine was afraid of an attack from the WEST and wanted guarantees as they felt defensless without the nukes. And therefore the Budapest agreement was made that russia comes to help if Ukraine gets attacked. So what weapons do you want to "give back"? The russian nukes? In the case nobody ever thought of, the Russia and Ukraine are at war, how do you want to apply this memorandum? Russia comes to help against Russia? And because of not doing so YOU want to give "back" the russian nukes to Ukraine? A bit weird stuff.

It's not about being first. Russia's nuclear arsenal are known to be poorly maintained and probably only about 20% can actually fly and accurately hit their target. Not just that, but the USA has intercept missiles that no one else has. While the defense system only has a 50% success rate shooting down inbound ICBM's -- combined with Russia's poorly maintained stock.... The USA has a massive advantage over a Russian attack and Putin knows it.

It would be a lot worse than that. NATO has a no first use policy (so does Russia, but it always breaks its agreements), but once use has been made, all bets are off. Even conservative estimates have Russia losing 70% of its population within the first 12 hours of a full on nuclear exchange, whereas NATO countries lose 30% (best case) to 60% (worst case) Of course, 3 months later 90% of all humans and animal life is dead.

Russia has a retaliation only doctoring but this is open to interpretation. The UK has a responce based on NATO rattified by our PM, so if Russia attacked it's NATO they are attacking then it wouldn't just be the resonse from the UK the Russians would be worried about. They would lose every major city and most of the southern parts of Russia. Russia has a greater number of Nuclear warheads but the west have way more which are launch ready for a 1st strike which many would be targeted towards the storage of missiles in Russia. So they wont get much more off the ground after their initial strike. If these stikes are ground exploded, the surface would contaminate the atomoshere with radio active dust blocking our sunlight possibly for 100 years plus. So even those who survived the nuclear blasts would be considered the unlucky ones. Hense the term *MAD - Mutual Assured of Destruction! This is the reason the words have more power then the action as the action is only useable when there is nothing left to lose.
