That's because Bailey Films (which distributed this on 16mm for "home movie" and "educational" markets) used music cues from the "Mutel" production music library [which provided the same cues for "THE ADVENTURES OF SUPERMAN" during its first season, and "SKY KING", "RAMAR OF THE JUNGLE", and other syndicated TV series of that era].

"Komm' nicht vom Wege ab" (not to leave the path) means not to be deviant in german. Little red riding hood was given her red velvet cap recently (she grew adolescent in the biological manner) and received thus one explicit warning from her mother not to waste any time when going to the house of the grandmother, because it was a dangerous journey visiting her in the deep dark woods. The whole story is crammed with maternal wisdom and not that difficult to decipher...

When when this made? I remember watching a cartoon about LRR when I was about 4 or 5 years old and finding it extremely disturbing. . Now I think it might have been this one and my fright may have come from the fact that this particular cartoon of LLR would have been more realistic to a young child because of the puppet animation versus a more conventional 2 dimensional cartoon.
