Starting at about 56:00 someone asks if a jackpot can be denied. My good friend owed some court costs from years before that he says he forgot about and when he won a $4500 jackpot they took his ID and came back with a receipt saying he just paid $4500 toward his $5000 court cost bill. He was sooo disappointed!

the reason class ii continues to exist is that bingo is outside of gaming compacts. class ii games are bingo. not really, but legally they are bingo. class ii allows NA tribes to have slots where slots are not legal. being outside of the compact also means that casinos can run them without paying compact fees on the revenue and can use them even if the compact renewal falls through. when states like oklahoma or new york want to raise compact fees to squeeze more money out of NA casinos, class ii can be a weapon: "go ahead, whitey. cancel the compact. half our floor is already bingo. we will be fine."
