Why doesn’t he just take him to small claims court? If there really was some kind of agreement for the $1500, then the court would surely make the guy pay up. Now that he’s basically stalking this guy at his house and making threatening statements/texts, it’s going to be harder for him to get his money back. I swear, some people do not use their brains...

Honestly, the guy should just give him his money. He owes him money... and it’s not just $20 or $30 it’s $1500. I understand if you paid him and he won’t leave you alone, but if you give him what you owe him he might go away or at least won’t have a reason to come at you. its not a civil matter, its fraud and breach of trust. Now to be fair the fraudster is super lucky. breach of trust under 2k is only a misdemenor with 30 day sentence. over 2k its already up to 5 years. still its not a civil matter, but ofc police only likes the easy ones for high stats. so drugarrests, weapon charges, DUI and violence

Um.....this dude should have been arrested for stalking! The offender engaged in a course of conduct (two or more unwanted pursuit behaviors) directed at a specific person (the complainant) that would make a reasonable person feel fear. The complainant mentioned that he (1) followed him to the courthouse when he was trying to obtain a protective order; (2) sent him multiple text messages; and (3) indicated that he had been driving by his home and waiting outside. Even more, the dude showed up WHILE THE POLICE were there. The complainant mentioned that he knows the offender has weapons and that he is concerned for his safety and the safety of his kids. The complainant clearly stated, "...my FEAR is that he is going to take pop shots at the house". The above-mentioned behaviors clearly meet all statutory elements for stalking in the state of Maryland (§ 3-802).
