Liverpool can stop austerity

Can a Council, create its own business, to fill the Government funding gap. If a Council owned property is good enough for a developer to gamble on, surely a Council is in a much better position, to turn a piece of land into much needed affordable houses. The Council has no downside, as it owns the land and the planning process, they can also gain the funding required at a much lower rate than any developer,.
The question here is why do Councils not apply themselves in this manner, is it due to their friendships and the personal gratification they gain, or is it simply due to the lack of knowledge, either way they are failing the people who votes them into power.
