I think the best way to interpret the hadith about "the no ceasar after him" and "no chosroe after him". I think what was meant was "there will be no caeser or chosroe after them that will be as powerful as them". Cause every caesar and chosroe that came after heraclius and khosrow II were much weaker and had way smaller empire.
