Her blue flame represents lack of control, when she has no control over her flames it's blue. Cause blue flames are hotter than red. When she goes red flame, meaning she has full control over it. When she first lights her hand up, it's to represent she can only control a little part of the blue flame at the end she goes full blue. Meaning she finally has full control of the blue flames. Her blue flames comes out when she gets emotional early in life. When she finally kisses Hellboy and goes blue, means she was really into him.

Hellboy 2 doesn't really indicate that she has full control over her powers. If anything, the scene where she wipes out the faeries indicates that she still has issues controlling her strength. That's why she asks Hellboy to stay away from the windows. She certainly seems to have more control, but mastery is not the way I'd describe.

Its cause when she had nearly no control over her fire it burned blue, now that she has complete control she can dial the temperature of her flames down. Id also venture to guess that using a high yield flame(blue) takes up A LOT more energy.
