Nice you liked Ljubljana 😊 You did some research but about Ljubljana castle. The entrance is free, you can walk arround inside the castle, go to the castle walls for better views, ... You have to pay entrance for museum, exhibits, castle tower, ... but not to enter the castle!

There are free of charge little electric buses called cavaliers in the traffic free part of the city for elder and disabled persons. You can call and make an appointment in advance or you just wave when one goes by and it will stop.

You can take the funicular. There is also a electric 'train' called Urban you can take from the city hall to the castle, but you may need to book it (never used it personally). Going on foot is best. it's a really short and nice walk.
