The only way I see to nerf watch without ruining it is to leave its Up-B at frame 7 so that at least characters that are canceled by "M&G", such as Pikachu and the Shotos, have a little more room to play. The character is not the character that most centralizes the meta, but the fact of canceling characters makes it enough to take into account

Not sure when you're referring to but Kaz only has upper body intangibility during a dash, and if the jab landed through an attack, the attack was misspaced and the armor ended before the hitbox connected.
