I'm surprised that nobody has announced one for that exact reason. Building one as we speak is a bit optimistic though. They've got a few parts made, and picked a name, there's the small matter of a P2 to finish first.

Can I buy an 00-gauge V4 anywhere?

Not really, the only V4 currently available is this Judith Edge partial kit. The kit only provides the chassis, running plate, cab and tender so requires you to make the boiler from scratch. This one took me roughly a year to build working for a few hours most weekends.
