It can deal meaningful damage while using its newfound utility to take advantage of potential switch ins and set up sweepers. It can abandon the liability of grass typing for something more useful like water, poison, or flying. Without Tangela and Tangrowth to compete with, it can be the utility grass this Gen. Offensively and defensively, it still competes with Bellossom, Vileplume, Rillaboom, Serperior, and Hydrapple but in the lower tiers it has potential to do something.

Meganium never needed any buffs. All you have to do is go to Meganium, release it, and pick Venusaur instead. You have had that option since Gen 2.
