I really dig the effect, especially how it seems to be varied speed across different surfaces and even more so with the floppy movement. I’d play an atmospheric game with this as a style choice. Makes me think of an outlandish ps1 or Win95 game. Ooh or that ReBoot CG show.

I think it's because some surfaces are actually stretched instead of big, so the textures travel at the same speed but for different lengths

Re that question why character textures don't scroll: character animations are usually handled with a shader (distorting the 3D polygon data of the T-posing base model using an animation skeleton, yadda yadda) and for technical reasons you can only apply one shader at a time, so the mod creator did some Fun Stuff to the shader that does the terrain rendering but either didn't feel like doing all that work again for the character animation shader (which probably has different texture formats etc too!), or was outright blocked by technical reasons (skeletal animation is a LOT more complex than basic lightning). You CAN chain shaders together (to e.g. get lightning AND skeletal animation on the same model) by rendering to a data buffer instead of directly to the screen (so you get new polygons you can pass into the next shader rather than finalized screen pixels), but since DS1 is pretty old I guess FROM either didn't do this for performance reasons, or that technique wasn't very widespread yet? (Though TBF, the lightning engine is so basic there probably also wasn't a need for something like this anyway - you can see this in places like the Catacombs where there's a door between a bright and a dark place and the outside room's lightning changes the moment you cross the door)

@@Lars0n untrue. On light doses of each no morphing happens but will happen at medium to heavy doses of each. Full blown hallucinations can happen at high doses of either depending on many variables.
