It won’t be long before privately funded “security enforcement” squads will be patrolling the high streets where the police used to roam - not just to try to deter or prevent the shoplifting, but inevitably to facilitate recovery of items, but, rather frighteningly, ultimately to also effect retribution to provide a deterrent and discourage these criminal practices. This is what happened in a number of cities on the African continent.

Just for interest : ................ Knowing a bit about the Home Office Crime Recording Rules (although I'm retired now so a bit out of date, I'm sure the following point is still relevant currently, as it hinges on law) ......... If a person enters a property armed with items/tools to carry out theft (and that is their motive for entry) that is technically a burglary (entry to premises wouldn't be granted if the person in charge knew why that person was desiring entry). The invitation to enter is conditional on there be an honest intention to view goods and hopefully purchase item(s). Therefore that trespassory entry technically, turns a shoplifter entering equipped AND intending to steal into a burglar, with a consequently higher sentence tarrif. It's a pity there isn't a clamp down on appropriate Police Crime Recording as the locall head of CID won't be happy to have numerous, possibly unsolved, burglaries on the division's books. That would spur some appropriate reaction from the police on behalf of the victim. There are a couple of significant 'flies in the ointment' with this theoretical approach though....... (a) for prosecution purposes the intention to steal in THAT premises would need proving to the standard required in law (beyond reasonable doubt) and (b) Getting CPS to prosecute the charge (They mostly downgrade any charge rather than risk having to do some work to prosecute a Not Guilty plea ! Oh, well. Fun whilst it lasted. Back to the typical situation of the UK's victims continuing to suffer disproportionately , whilst the criminals (even if apprehended) just get a slap on the wrist !

The answer was the "broke window" theory from a New York Mayor some time ago, if a window gets broken fix it straight away, make it unacceptable, nip unacceptable behaviour in the bud, take care of the little things and the rest will follow, but for instance in London if graffiti is painted on a wall it stays there for ever and is never removed, that's the problem, much too late to fix now unfortunately, so what is deemed un acceptable behavior now has shifted to something else more easily manageable by the authorities.
