Logan, I have studied criminal justice and law, and I have a bachelors degree in the field so I can lend my advice real quick. The officer claimed he is gonna write what happend as is, with emphasis of you in motion parking while the other person opened their door. You had already googled this but yes, she is at fault for not paying attention to her surroundings. The cop may have said "this is a parking lot and it's everyone duty to be careful", or whatever, but the thing is here that doesn't completely apply because there is no way of anyone predicting a door being opened so suddenly, meaning the likelihood of someone stopping before hitting is very unlikely. You were following driving rules while she wasn't. You can easily claim you were being responsible while parking, yet because of how so sudden the dooring opening was and how close to your car it was, you would not have had the time to react, so no matter how many times she tries to put you at fault, The situation clearly shows one person wasn't even paying attention.
