I've said it before - there needs to be a police guard out by each King's Guard for crowd control, preventing these eejit tourists from crowding the guards and their horses and for instances like this - the man was publicly intoxicated, a danger to everyone and should have been arrested - they didn't even take the bottle away from him unless they did so after this video ended - maybe it needs to go viral that apparently the only thing that matters to the monarchy is the tourists' money - if the monarchy doesn't respect and protect its military guards/horses why would you think the tourists should? tourists think this is an amusement park or petting zoo!

I think he was already drunk or under the effect of the vodka when he got there. He would have had to be there awhile to get in that state. I think I've seen five now on these videos. One came out of the Parade Ground thru the tunnel, across the quad and through the gates by the MOD police, and to the pedestrian walkway. One MOD guard holding each end of his body. The Met likely was waiting. A person who gets into that state doesn't respect themselves and usually doesn't respect others.

He was laying down drunk with alcohol bottle in his hand next to the horse guard box!!!!! Tourists with children around him. Where is the regard for safety? How strange he was let off so easy even if harmless it is a terrible lack of judgement to let someone disrupt the sidewalk in front of an historical building crowded with tourist. Note: horses don’t like drunks on them or near them. Not a good look for London.

There is such a law and definitely he needs to herded somewhere away from tourists. He likely was. It's an interesting location, Horseguards I mean. There's Whitehall (the street) then you toddle a bit further through some streets you'll get to the Thames embankment. A lot of rough sleepers there. There's a homelessness issue in London and I think one starred in this video. There's been at least three on the videos that I've seen

Yes, a container has to be open before you can drink out of it, duh! Why wouldn't they allow him to drink in public? Unlike the US, this really is a free country. If he doesn't commit an offence he's tolerated, as quenching one's thirst is not a crime. However, once he begins to be a nuisance it's supposed to be different. I agree that he was being a public nuisance here.

I'm afraid it's not as easy as checking himself into rehab , unless you happen to be a wealthy " celebrity " ! It's a bank holiday weekend there will be many drunks out and about in every town and city many not as easy to move on , he didn't become confrontational aggressive swearing so they diffused the situation and saw him on his way , police would have done the same . I agree alcoholism needs tackling but like everything else a huge lack of funding .

the guy is obviously in a bad way (place). Just moving him on means he takes his problem elsewhere and maybe runs into some roughies who do him damage. He is not a bad guy just because the drink got to him, it happens to many all the time, so let's not be too judgemental, I realise it is disturbing and upsetting to see. IMO, he should have been gently arrested for causing a public nuisance (as gentle as he allowed himself to be arrested) and taken to a cell to dry out a bit, then let off with a caution. Him wandering off into the wilderness is just shuffling the problem around in a Metropolis where anything can happen and also means a lot of other tourists will experience his behaviour when they least need it, particularly if they have children with them.

The MOD police did all they could. They lack jurisdiction on public property. Public drunkenness is not a crime in the UK in general but various councils can add restrictions based on controlling anti social behaviour. In London there are certain areas like this. There is signage defining these protected areas. The Trooper did his job by calling the Military Police via the big red button
