I've ridden I 20 in East Texas at 2 in the morning One time while on a bicycle touring trip and I have to say it wasn't that bad the shoulder wasn't as littered with debris on west bound lanes which was the direction I was going

As far as I know Texas is the only state where you can ride a bicycle on the interstate common sense to tell you to use the shoulder though

AZ, CA, ND you can ride the interstate when no other reasonable road is available.
