He hardly does anything to help Gotham outside of a charity that almost never features schools or the poor or just improving Gotham in general. It's just to show Bruce Wayne for a bit so the readers can remember he exists. He is very much different in the comics. I guess we can blame the writers on that. I read the comics before the show started and was wondering why Batman was so much nicer until they did the arc for when Robin(Dick) left him and became Nightwing (joined the TT in the comics). That's how Batman normally acts. If he really wanted he could get involved with Gotham's politics so they could get non corrupted politicians. He's one of the richest people in the world but the city he lives in is one of the most corrupt. Doesn't make any sense, especially with the federal connections he has. Batman just likes control.

​@@Graywing Except he does, but the Court of Owls has been fucking up Bruce's attempts to actually change Gotham. Bruce relocates the families of thugs he put in prison; Like that mother and son that he relocated after Jason Todd killed the father for drugging his wife and son.

What's funny is Bruce actually does all the things you mention. But he understands that no system is perfect, and it's full of corruption. So, he tries to fill those gaps... granted he could do that without wearing bat suit.
