In Finland they have those types of lockers but its run by the postal service so anyone can drop off a package and it will show up in shopping centers and such. Finnish Online shops also utilize them which is what I use them for.

Amazons entire business model is to make the thing themselves that others have proved work so it is entirely possible they 1, did not mind you doing it, 2 actually did get inspired by you, 3 appreciated it but now they want you to not do it. Also the entire Swedish postal seems is basically amazon lockers, usually without the lockers though. But they are everywhere.

They definitely do, especially in cities. If they're available near you it'll probably be mentioned occasionally when you go to check out. Or you can probably google for Amazon Locker and you'll get a locator map. Very handy if you don't have a reliable drop-off point at your home.
