It's a maintenance-type vehicle that is meant for anywhere from 1-4 people for a day job. Fast enough as a car (ensuring clear track), can get a lot of rail-related work done.

Plus there are 10's of miles of track that run through absolutely nothing but dense forest or other things depending on where you live and there isn't a road that intersects for 10's of miles. This way a tech can have all his tools and equipment by riding down the track in a safe manner.
