What a pile of horseshit this scene is. For one, it was never elaborated in the books that Ser Loras was actually gay, just that he loved Renly (so did everyone else almost). Second the last person he'd flirt with across a crowded wedding party is a Dornishman who are hated in the reach, the red viper especially for crippling Loras' elder brother. Tyrell's despise Oberyn Martell, Loras included. As for his situation with Jaime, Loras is supposed to be Kingsguard and is perhaps the only one Jaime actually respects and trusts with the safety of the King (Tommen becuase Jaime wasn't even in Kings Landing for Joffery's wedding).

At this point in the show, things had diverged from the books. Willas and Garlan were cut from the show and merged into Loras, hence why he’s the heir to Highgarden and not in the Kingsguard. Loras in the books is very much gay, as is Renly. The main difference is that Loras in the books becomes celibate and takes no new lovers, unlike the show. Secondly, Willas doesn’t actually care that Oberyn Martell crippled him since it was an accident, and remained friendly with him personally.
