It looks like she is a convert, hence was already baptised of another Christian denomination. According to Orthodox tradition a person is baptised only once. Those converts who wish to be received into Orthodoxy only need Chrismation.

Only within the Orthodox Church is a real Baptism. Which means three times total immersion in the water.

Once again the tradition in most Orthodox churches does not support rebaptism. There is simply no need for this. It may happen in your church, but it is not a common practice. Instead most converts take Chrismation which is part of the baptism service anyway.

According to the Pidalion ( Greek: Πηδάλιον) is a collection of the texts of Orthodox Canon law by St. Nicodemus of the Holy Mountain.) a non Orthodox needs to be baptized. Unless some ( Orthodox churches are in communion with other denominations) they don’t. In other words you are talking about ecumenism, which is a great heresy.

Lots of Bishops let this happen in America and there is no choice but to obey our Bishops. Also these type of comments is taking away from this persons Chrismation. We should avoid this type of talks in public forums.

What does 'Antiochan' mean in this context?

It's from the bible, they see themselves as descendants of the church of Antioch in modern day Syria.
