Those servers that has red label is currently almost full. So you can't make a new character if you are first time in Lost Ark. btw previous user that have character in those server can make new one

Is there only 3 servers? Or are those other servers still active but you can't create account there?

Your second guess is correct. The servers labeled with '생성 불가' in red are closed. The servers labeled with '추천' in blue are recommended servers that are still open.

​@@GiorgosAigio96 I don't think you're banned if you are legitimately creating an account. The reason why they ban foreign access is them not using their own identity when they created account - some law related shit.
