To add to what everyone has already said: the spectator doesn't have to be plant at all; the initials were read loudly enough so everyone could hear. This, plus the fact that the S on the "caught" bullet was written in a completely different style than the first S means that it could easily have been written by the shooter right before he palmed it off the magician (which he did at the same time he grabbed the first bullet that ws signed).
