I agree to Losty when she said that in mkx, where Kitana has jades weapons because she is mourning over the passing off her dear friend. And it is very understandable that she pay jade homage by incorporating jades staff and razor rang into her arsenal. But in this, I don't think that Kitana even likes Mileena that much where she will to the point wallow on her death, and I even think she was so thankful that d'vorah melted her face up.

The only lore based reasons I can think of as to why Kitana is using the sais is that she either recognized Mileena’s fighting talent and is training herself in how she can incorporate Mileena’s skills into her own way and style of fighting, or she’s simply fighting with the sais to show off her skills with them as well out of spite against Mileena’s memory.

I really don't understand why they didn't bring Mileena back into the game. She's consistently ranked as one of the most popular characters in popularity polls. Baraka died in MKX and they brought him back. Mileena was also alive at the time the others were transported from the past. In MK9, Kitana switched sides after finding out about Mileena. In MK11, past Kitana is already allied with Raiden and is against Shao Kahn, so we know that Mileena is alive at that point. There's no reason why Mileena shouldn't have been transported with the rest of them.

I think they should compensate in MK12 by making a story where any one of the Sorcerers (Shang Tsung/Quan Chi) puts a curse on Kitana Kahn with the spirit of Mileena and essentially, she exists as both herself and Mileena. Mileena, possessing Kitana's body will basically just restart the Outworld civil war and a campaign to dethrone Kitana. Convincing Tarkatans, Shokans and even some Earthrealmers to join her cause, at some point, Kitana must grow Tarkatan jaws as part of the curse and keep her mask on too. This would be like MK Deception all over again, but with supernatural split personality vibes.
