I never knew there was a term for it, but notice this irritating, condescending tone amongst Gen Z, and Millennial women especially. It sounds like a bad 1940's Mid-Atlantic accent when the Hollywood crowd would drop R's, and T's that would turn to soft D's at the end of words. Somehow it got mixed with the very worst of the Valley Girl accent, like the girls who used to annunciate WHATEVER in the 80's. But, this is also how we got the stereotypical Southern Accent in the U.S. because the plantation owners were trying to imitate the British received pronunciation to sound more sophisticated than northerners. They did a terrible job, and the lower classes in the south started imitating the bad RP of the plantation class, and there you have it.

Bit of a failure of understanding here from the guy on a rant. A worker in a coffee shop will have to ask each customer around 3-5 questions per interaction. We English speakers use intonation at the end of questions when speaking to indicate a question. With a question the voice rises. So it's not unreasonable to assume someone doing a repetitive job might develop quite strong rising intonation when speaking. In fact in Chinese a change in intonation of the same word gives the word a different meaning. So in different languages intonation is very important in clear communication.
@janetwalk4996
