Every single person receiving said discount should refuse to pay ANY council tax. The courts will be awash with thousands awaiting trial and that will mess the already crap justice system up. In respect of the heating allowance removal, folks might have to consider burning things to keep warm....just remember when deciding what to burn who brought this about
