Lilian Darmono Like other animals, some owls just like being pet. Normally when you see a bird tied up, it means it's wings are not clipped so it still has the full flying ability. It's just to make sure the owl doesn't fly away.

Technically, but not exactly. If you have a falconer's license, which is available in many US states, you can keep all sorts of raptors, including owls. Though technically they aren't considered "pets" (and you should not treat them like "pets"), they are still animals within your care. You build their enclosure, care for them, train them, and take them hunting. You'll learn from another falconer before you get your own General Falconer's license.
