Either way fits depending on your playthrough. Arthur is a classic every-man caricature that fits nicely in whichever arc you go for. A good man deep down who was forced to do bad things that inevitably catch up with him or a bad man who realizes that at the end of a tragic and violent life the real muneh was the friends he helped along the way.

I love that the best endings come from committing to how you’ve played the game. If you have low honor and try to redeem yourself at the very end, you get a pathetic death, getting shot in the face mid sentence. But if you play with low honor and commit to it at the end, you get a more satisfying ending. Same with high honor + saving Marston. I’m not sure if that was the intention or not, but that’s the way I like to look at it.
