You might have an idea what he is singing about, but obviously not the character he plays here which is a villain. It's a clip from the movie version of opera Rigoletto, it's not a stand-alone song. Look up "Rigoletto synopsis" to get an idea. The character who sings it is an absolute ruler of a province in Italy and a libertine who spends his time seducing virgins (in the 16th century, when this means dishonor for girls) and married women while their parents and husbands are powerless. If you are interested and look up the plot, use the one from wiki as many contemporary opera productions move the action to different time/place and rewrite the plot accordingly.
