One of the reasons I love BPM so much, is no rng with laws! Well, not to enact them. For a law to pass the third phase, it needs a majority law support. To achieve this, you either have IGs that support the law, or sway undecided ones to vote for it, but in some cases the ruler may have an option to veto it. BPM + Morgenrote is the best (Morgenrote adds tons of flavour)
