Luffy's wrap sheet started when he set Zoro free the entire charges in just that one episode are as follows; Being a pirate, infiltrating a marine base, hitting a civilian (helmeppo), hitting multiple marine officers, freeing a prisoner (zoro). Stealing seized items (zoro's swords), property damage, falsifying identification, mild kidnapping and using a hostage (helmeppo again!) Bro was a menace since day 1!

For Luffy's defense 1. If the government is right or good then why does it forbid the world from reading these history 2. We need to talk with the people and the higher ups of the kingdom of Alabasta, Dressrosa etc and vote. 3. We need to check the files of every criminals in Impel Down as of why they were jailed in the first place and also how many of them went to jail because of Luffy.

To add to Luffy's defense: - The majority of Luffy's actions were committed against known criminals, and even then it only happened after he or someone he knew was attacked by them. Acting in self-defense or defense of others is not a crime. - CP9 attacked him first and abducted a member of his crew. His actions during Enies Lobby were in said crew member's defense. - He technically didn't commit any crime while in Impel Down (for anyone who wants to argue "breaking and entering," Luffy was technically the contraband smuggled into the prison by Boa Hancock, which makes HER guilty, not HIM), and he was subjected to false imprisonment since he hadn't been properly arrested to be there in the first place. - Just being related to someone isn't a crime in itself. - He's freed no less than five populated locations from tyrants (Buggy, Crocodile, Enel, Doflamingo, Kaido), after the legal authorities failed to do so.
