Well tbf if Luffy beated an emperor, I don’t see why Lucci wouldn’t think he could too. I don’t think lucci has ever fought an actual yonko to realize how strong they are in the first place so it makes sense. Especially when he was hanging with Luffy back then. The thing is it’s hard to imagine how they could’ve quietly kept up with his growth speed in the background as Luffy’s been improving through fighting some of the strongest people in the world. It’s the same issue I had with the supernovas when they were first introduced. By that point Luffy had beaten two warlords and leveled one of the WG’s three main facilities. So it was hard to imagine what the others could’ve possibly done that was on such a level that we wouldn’t have heard about.
