Here in argentina we use sometimes that lure on summer freshwater fishing. Mostly for an specie we called "Tararira" Even for Golden dorado too but in warmth water times. Top summer. On winter forget it. We called "oreno lure"

this looks like a J-Plug especially the way that front hook is setup. It is a shallow diving plug lure that when reeled acts like a crankbait or you can jerk it and it dives a bit and pops.

It's a popper lure. Named after the pop it makes pulling it through the water.
