Remember that there will always be those who regardless if they served in the US Armed Forces, will gladly disregard the Constitution if the government says to do so or allows them to do so. The US has a problem with Sheriffs. They were given a lot of power way back when because they were the only authority in a region. That power was never adjusted as populations and government coverage grew. They are, in many instances, the ultimate authority and have a lot of room for legal theft of resources. Which many (most?) abuse regularly. See county jail food funding as an example. Tons of cases of using those funds to buy houses, cars, boats for themselves and feeding inmates ramen.
