It looks like you have not proper enough knowledge about RKVA. If higher the capacitors On, there will be Leading of Power factor and if lower the Capacitor on there will be Lagging of Power factor. In the both conditions KVA consumption will increase. Also, all of are depends on Line and Load conditions. So, if it is totally Automatic then only Power factor can be maintained. But will not make big Saving in KW.

Conecting direct capacitors to line will lead to lead pf when there is no load. So this should be automatic circuit.
