(bad english warning lol) i have a theory on this. we also have a pov of the biker, at the end of the game: he says something like "step back if you don't want to die", means he doesn't really want to do this-he basically warned jacket to go away, cuz he didn't want to kill him. when we play as jacket, we get a "you're dead meat" quote though. probably because jacket's hallucinations (he was seeing dead bodies everywhere, after some time) were too strong and completely changed the biker's "friendly" dialogue ("step back") to an aggressive one ("you're dead meat"), too. this is just a thought of mine, please warn me if I'm wrong. we can have a human talk!

In Payday 2, Swat members are nothing more than a common lowly enemy, that die from 2 pistol shots. In Hotline Miami, Swat members are scary, nigh indestructible elites, that you might as well get the hell out when you see them.

@@WhoAmIHmmm Jacket is a mass murdering force to be reckoned with, sure. But he's not up against run-of-the-mill semi-trained or untrained goons. A S.W.A.T. team is what it says on the tin. Trained, hardened law enforcement officers fully expecting and willing to deal with deadly situations requiring lethal force, usually active shooters. It's part of why jacket isn't able/is unwilling to kill them when they arrive. The danger of what he's up against has skyrocketed way out of the bounds of what he can handle. Could he kill one, maybe a few before another puts his lights out? Sure, probably. It doesn't matter how good a killer he is in the circumstances he was in though. No way to cut down on their numerical advantage or match their overwhelming fire superiority. He was outmanned and outgunned with no option but escape before he was killed. Not to mention even if he did, by some sheer act of god, manage to kill every member of the entry team, more police would be arriving and he would call down every able-bodied officer in the state to investigate and arrest him. He didn't go in expecting to have to go up against a S.W.A.T. team, and he definitely wasn't there to mount a last stand against Florida's finest. Being the hardened special forces veteran he is, he immediately recognized this. That's why he chose to run, its also you can't kill any of the S.W.A.T. team in-game. Killing any law enforcement officer is going to incite much more of a response from the government than any number of no-name criminals they can pin a rival attack on. But like I said, if the issue was pressed and depending on Jacket's luck, he could probably have killed 1-3 before the rest fill him with lead.

@@WhoAmIHmmm And before you point out that Jacket is usually massively outnumbered when he's on a spree, there's a few things you have to consider. Most of the time his opponents are not going to be sporting military grade equipment, they are unaware of his presence or the situation they're in, they are not in radio contact with one another, and they don't have a near endless stream of reinforcements blockading the exits while Jacket deals with the initial wave. His usual opponents are semi-organized gangsters that respond accordingly. That puts Jacket at an extreme advantage in most of his fights. He knows what to do, he's much less likely to panic and make mistakes. Having a highly trained maniac cutting apart your entire organization isn't something the Russian Mob and a bunch of random street thugs are prepared or arguably willing to deal with. A S.W.A.T. team member is much *much* more formidable in this regard. Murderous maniacs are all they are trained and called in to deal with, and they are trained to react in equal measure to any deadly force levied against them. Not to mention they already know in this instance that a shootout was in progress, they knew at least one person was still fighting when they arrived. I would even dare to say that the only reason Jacket was able to escape before they locked down the building was specifically because he ran the second he realized they were there. Jacket is extremely cunning, tough, and very willing to kill whoever gets in his way, but he's not superhuman. The game itself drives that home with how fragile he is whenever he takes damage.
