Ducey once I got to see a hydraulic elevator once and it sounded just like that, I think it was a schindler elevator that the motor was working with

When the down button of a hydraulic elevator is pressed, a solenoid valve with in the power unit opens, the weight of the elevator cab and it's passengers forces the hydraulic oil inside the cylinder back into the oil tank, as the cab descends. Hench the rushing water sound.

It's even a bit different. The pump itself is made in Germany (it says "Allweiler Germany" on the plate) and only the motor itself (and likely the pump unit as a whole) is made in Mexico.

@an65001 It's well-known, that when the Series-5 line came out, the cab components were made in China. NOW, Otis is, or has, brought those jobs back to the States.

Reading the motor data tag, 200 VAC sounds like an odd voltage I would expect 230-240 VAC or higher for a hydro power unit. 25 HP motor each phase is pulling close to 30 amps.
