It's not that simple. Like Pagano said, teams will disguise their 2 high looks pre snap. I suspect the real solution is either more RPOs or these young QBs become way better at post snap processing.

When you know a lot, you can get caught in the weeds about needing to "fix" everything, when in reality, we are just in one side of the ebb and flow of the balance of skill. Evidently, pass defense has gotten much better and now OCs have to figure out how to do better against that defense. The NFL already has 1000x more rules and exceptions than other modern sports, it doesn't need more to bail out people who are paid millions of dollars to play and scheme NFL strategies

2 high safety isn't the problem, qb play has significantly downgraded the past couple years, part of me thinks it's because these gms think that rookies qbs should be starting day 1, and also too many qbs have been given too many changes, Daniel jones and DeShawn watson are good examples of that

So if a defensive formation set challenges these freakish athletic wideouts, and forces the quarterback to make accurate throws into tighter windows than they had to at the college level mean that a rule should force defenses into a vulnerable position to where just any quarterback can dominate. That'll diminish any true sense of accomplishment among anybody at QB if an implemented rule just enhanced your performance drastically with an immediate impact.
