when i went on this, the cast member dressed up as alice in wonderland (my favourite disney character for years) just stepped on the teacup with me and my mom. i’ll never forget that moment, it was just so magical

It's all about rotational velocity, not linear velocity. If you were on an office chair that spun once per day, you'd never notice it.

This is the only teacups rides that isn’t undercover in a Disney park. Both the teacups ride in Walt Disney World and Disneyland, Paris have a roof over them. It must be because it doesn’t rain often in Southern California.

Don't touch the white wheel in the middle? Looks like the pair in black shirts aren't even spinning. Their cup is standing still. Unless the camera is playing tricks on me.

Actually, watching the video further, I noticed the pair in the black shirt aren't even spinning because they didn't touch the wheel in the middle. Ok then I guess it's not that bad then. Maybe next time I will give it a try. Thanks for the video.
