When he first went in, he was fighting using hand to hand because they were fighting hand to hand. When they started using weapons he started using weapons. "oh madara is too broken. let's introduce a slightly less broken character who's never been mentioned before this, have her indirectly kill madara with a tactic he was shown to be very capable of avoiding, and have naruto fight her instead."

CJ DaChamp should've focused more on this part but the entire reason the Akatsuki existed was to collect the Tailed Beasts. The Akatsuki consisted of some of the most evil, batshit crazy characters in the series. One dude could control 100 hundred puppets, another dude was a walking shark, hell 2 of them were basically immortal. Just Itachi. Obito arguably has the most broken Jutsu in the whole damn series, which was only beaten by itself through Kakashi. They took HUNDREDS, and I mean Hundreds of episodes spanning across 2 whole series which lasted for years Just to collect 7 of the 9 Tailed beasts. And then there's Madara... who collected all of them at the same time... In one episode... by himself, and he still hadn't even broken a sweat yet.
