Naruto was just throwing hands because he could absorb all chakra based attacks, Sasuke had the hax. That's also why Borushiki capitalized on the moment to get rid of it. Because in this first fight, after Sasuke literally stabbed his absorption hand with a kunai and shocked him with the chidori (of which he swapped the places of both), he wanted payback.

When you think about Jigen was very non-confrontational. He came to Naruto’s house for Kawaki, but didn’t actually try to fight him. I’d argue he was the most chill Naruto villain in fact. He tried numerous times to take Kawaki, and leave only fighting back when people attacked him. I can’t really defend him other than that because when Kawaki was growing up Jigen tormented him to make him a better fighter forcing his rapid growth in strength. Kawaki killed that guy in his introduction, and he was one of the Kara Inners all of them in the promotional material are supposed to be Otsutsuki level. With that in mind Jigen’s training methods are very affective.

Actually, I'd say it's more than double that. Perfectly copy jutsu just from seeing it once. And see on a molecular level. That's the greatest praise of intelligence in the franchise. It was arguable before but the Amado meeting made it definitive that he's smarter than Shikamaru.
