Naruto was just throwing hands because he could absorb all chakra based attacks, Sasuke had the hax. That's also why Borushiki capitalized on the moment to get rid of it. Because in this first fight, after Sasuke literally stabbed his absorption hand with a kunai and shocked him with the chidori (of which he swapped the places of both), he wanted payback.

When you think about Jigen was very non-confrontational. He came to Naruto’s house for Kawaki, but didn’t actually try to fight him. I’d argue he was the most chill Naruto villain in fact. He tried numerous times to take Kawaki, and leave only fighting back when people attacked him. I can’t really defend him other than that because when Kawaki was growing up Jigen tormented him to make him a better fighter forcing his rapid growth in strength. Kawaki killed that guy in his introduction, and he was one of the Kara Inners all of them in the promotional material are supposed to be Otsutsuki level. With that in mind Jigen’s training methods are very affective.

He had a lack a physical feats but his intelligence has been superb. Isshiki placed his demeanor and intelligence above his Sharingan. The ability that can track & predict movements. Perfectly copy jutsu just from seeing it once. And see on a molecular level. That's the greatest praise of intelligence in the franchise. It was arguable before but the Amado meeting made it definitive that he's smarter than Shikamaru. And even after being stabbed in the eye he immediately deduced Momo's actions and formed a plan using his own ability against him (akin to using Isshiki's shrinking & vision against him).

Shrinking stuff and one self, and being able to summon it back to its normal size whenever you want... that is definitely more unique than having the biggest blast ever and all chakra natures and powers ever and yada yada.
